David L. Winstead, a Ballard Spahr real estate attorney and resident of Chevy Chase, has been appointed by Governor Larry Hogan to the Maryland Aviation Commission.

The nine-member commission, chaired by Maryland Secretary of Transportation Pete K. Rahn, is an advisory panel to the Maryland Aviation Administration (MAA) within the Maryland Department of Transportation (DOT). The MAA owns and operates Baltimore/Washington International Thurgood Marshall Airport and Martin State Airport, and regulates state-owned airports. The Maryland Aviation Commission advises Maryland's Secretary of Transportation and the Maryland Aviation Administrator concerning the operations and capital programs for Maryland's aviation facilities, which together exceed $400 million annually. The Maryland Senate confirmed Mr. Winstead's appointment on February 10, 2017.

Based in Ballard Spahr's offices in Washington, D.C., and Bethesda, Maryland, Mr. Winstead concentrates his practice on real estate development, infrastructure issues, and public-private partnerships, as well as government contracts and regulatory matters. His career combines both private and public sector experience in real estate and transportation. He previously served as Commissioner of Public Buildings at the U.S. General Services Administration, Executive Director of the Washington/Baltimore Regional Association, Maryland Secretary of Transportation, and President of the American Association of State Highway and Transportation Officials. In addition, Mr. Winstead chaired the National Commission to Ensure Consumer Information in the Airline Industry during the tenure of U.S. Transportation Secretary Norman Mineta.
