Governor O'Malley Announces Appointments to Education Boards and Commissions
ANNAPOLIS, MD -- Governor Martin O'Malley today announced the confirmation of various appointments to Education Boards and Commissions including the University System of Maryland Board of Regents, the Maryland Higher Education Commission, the Maryland State Board of Education, and local Community College Boards. Governor O'Malley also reappointed MacArthur Jones and Janice Walthour to the College of Southern Maryland Board of Trustees.
"I am proud to announce the confirmations of appointments and reappointments to various education Boards and Commissions to continue the progress we have made in building the No. 1 ranked school system in America, and to continue the investments we have made in our human capital," said Governor O'Malley. "We have worked hard to compile a list of individuals from across our State with diverse geographic, gender and ethnic backgrounds to continue to help protect Maryland's priorities."

University System of Maryland Board of Regents:
Paul L. Vance, Ed.D. - Dr. Vance has been appointed to the University System of Maryland Board of Regents. Dr. Vance has over thirty years of experience working in education, including the top post of Superintendent of Schools. From 2003 to 2006, he served as the Superintendent of Schools for the District of Columbia Public School System. From 1977 to 1999, Dr. Vance advanced from the Area Associate Superintendent of Montgomery County Schools, to Deputy Superintendent in 1987, and then Superintendent in 1991. Prior to that, Dr. Vance was the Deputy Superintendent for Baltimore City Public Schools. From 1968 to 1972, Dr. Vance served as Principal of the Clarence E. Pickett Middle School in Philadelphia. He also served as a Social Studies/Science Specialist in Philadelphia in his early years. Dr. Vance is the recipient of a number of awards including Educator of the Year from the African American Business Council, the Excellence and Service award from the Montgomery County Alliance of Black School Educators, the Lifetime Achievement and Hall of Fame Induction from the National Alliance of Black School Educators, and the Legacy Award from the Montgomery County Workforce Development Commission. Dr. Vance received his Bachelor of Science from Cheyney University in 1952, received his Master of Science from the University of Pennsylvania in 1960 and received his Doctor of Education from the University of Pennsylvania in 1974. He is a resident of Montgomery County.
Louise M. Gonzales - Ms. Gonzales has been appointed to the University System of Maryland Board of Regents. Ms. Gonzales is a Partner and Co-Founder at Hylton & Gonzalez, a law firm specializing in Trusts, Special Needs Trusts, Estate Planning and Probate. Ms. Gonzales has been practicing at the firm since 1980. Prior to that, she was an Associate at Blades & Rosenfeld, P.A. She is a member of the American Bar Association, the Maryland State Bar Association, where she served as President from 1991 to 1992, the Maryland Bar Foundation, and the Maryland State Bar Association Leadership Academy. She is also currently a member of the First Maryland Disability Trust Board of Directors, the B'More Clubhouse Inc. Board of Directors, and the Maryland Legal Mutual Insurance Society. Ms. Gonzales received her Bachelor of Arts cum laude from the University of Maryland in 1971, and received her Juris Doctor with honors from the University of Maryland Law School in 1976. She is a resident of Baltimore City.
Leslie Donald Hall - Mr. Hall has been appointed as the Student Regent appointment to the University System of Maryland Board of Regents. Mr. Hall is currently a junior at Bowie State University where he is studying to obtain his Bachelor of Science in History Secondary Education. He is currently the Chief of Staff for the Student Government Association (SGA) where he oversees all of the SGA's committees, serves as the official parliamentarian for all Executive Board meetings, and monitors office hours of Executive Board members. Mr. Hall is also a Campus Coordinator/Intern for Democracy Matters, and is a Senior Resident Assistant for Bowie State University. From 2006 to 2007, he served as the Student Board Member on the Prince George's County Board of Education. He also volunteers for Project College and mentors high school seniors on higher education decisions, and for S.O.M.E. (So Others Might Eat) where he assists in feeding the homeless. Mr. Hall attended the Forestville Military Academy and received his diploma with Military and Academic Honors in May 2007. He is a resident of Prince George's County.
Maryland Higher Education Commission:
Sandra L. Jimenez - Ms. Jimenez has been appointed to the Maryland Higher Education Commission. Ms. Jimenez currently works as the Parent Involvement Specialist for Prince George's County Public Schools. Prior to her current role, Ms. Jimenez was the Principal for Buck Lodge Middle School in Hyattsville, and prior to that, served as Principal at Langley Park McCormick Elementary School in Hyattsville. From 1996 to 2002, she was the Vice Principal for Buck Lodge Middle School. In 1999, she was nominated for the Milliken Principal's Award, and in 1996, she won the G. Richard Tucker Fellowship from the Center for Applied Linguistics. Ms. Jimenez received her Bachelor of Arts in English from the University of Kansas, and received her Masters of Arts in Education with an emphasis in English as a Second Language from the University of Maryland, Baltimore County. She is a resident of Prince George's County.
Maryland State Board of Education:
Luisa Montero-Diaz - Ms. Montero-Diaz has been appointed to the Maryland State Board of Education. Ms. Montero-Diaz has over twenty years of experience working on a variety of local, national and international projects including grant development, project management, and program design and development. She is currently the managing director of the Maryland Multicultural Youth Centers. Prior to that, she served as managing director for Melwood, and conducted grant funding research for Zamorano University. From 2000 to 2004, Ms. Montero-Diaz served as Deputy Director for the DC Office of Partnerships and Grants Development where she indentified and monitored private grant funding opportunities. She received her Bachelor of Arts,summa cum laude, in Speech and Hearing Studies from Appalachian State University in 1978, and received her Masters of Science, summa cum laude, in Language Pathology from the University of Maryland in 1980. She is a resident of Montgomery County.
Sayed M. Naved - Mr. Naved has been appointed to the Maryland State Board of Education. Since 2006, Mr. Naved has served as the President of Banyan Technology Solutions, a small business that provides information technology services to federal clients. In 2006, Mr. Naved also served as Sr. Vice President to Yash Government Solutions, and was a capital planning and investment controls (CPIC) consultant for Suh'dutsing Technologies, LLC. From 2000 to 2006, he was the Center Director for Nortel Government Solutions, Inc., and from 1999 to 2000, he was the Director of Telecommunications for PPS Infotech. From 1998 to 1999, he was a Senior Network Planning Analyst for the SAIC and; from 1992 to 1998, he was the Principal Engineer for Computer Sciences Corporation. He is a member of the Board of Trustees of the Islamic Center of Maryland and is the Treasurer of the Aligarh Alumni Association. He received his Bachelor of Science in Electrical Engineering from Aligarh Muslim University in 1987, and received his Masters of Science in Electrical Engineering from the University of Maryland in 1992. He is a resident of Montgomery County.
Baltimore County Community College Board of Trustees:
James G. Gresham, Ed.D - Dr. Gresham has been appointed to the Baltimore County Community College Board of Trustees. Dr. Greshman is currently the Coordinator of Assessments, Training and Test Security for Baltimore City Public Schools, where he has worked since 2002, and is responsible for administering multiple test programs for approximately 83,000 students enrolled in the public school system. Dr. Gresham also serves as the Executive Program Director for the New Antioch Baptist Church of Randallstown's Academic Center for Excellence where he oversees all components of the Maryland State Department of Education and the Baltimore County Office of Community Conservation sponsored ACE Tutorial and Enrichment Programs. From 1999 to 2007, he served as a Case Manager at First Home Care/Mount Clare House and oversaw cases of at-risk youth residing in a residential group home. Dr. Gresham also served as a teacher from 1989 to 1996 in the Baltimore City Public School System and taught Math, Geometric Concepts, and Basic Algebra Principles. He received his Bachelor of Science in Business Administration in 1991 from Morgan State University, received his Masters of Education in Special Education Administration in 1997 from Coppin State University, and received his Doctorate of Education from Morgan State University in 2008. He is the recipient of the 2009 Governor's Award for Outstanding Community Service, the 2009 Dr. Martin Luther King Content of Character Award, and the 2007 Baltimore County Good Neighbor Award. He is a resident of Baltimore County.
Patricia Reed Norman - Ms. Norman has been appointed to the Baltimore County Community College Board of Trustees. Ms. Norman currently works as a Senior Account Executive at American Office Equipment, Inc. and has worked there since 1983. From 1993 to 1995, she served as the Committee Chair for the Baltimore County Chamber of Commerce. Ms. Norman currently serves on the Board of Directors for Franklin Square Hospital Center. She is a member of the International Facility Manager Association, a member of the International Interior Design Association, and the US Green Building Council. She received her Bachelor of Science in Interior Design from the University of North Carolina in 1980. She is a resident of Baltimore County.
Howard Community College Board of Trustees:
Edmund Starr Coale, III - Mr. Coale is being appointed to the Howard County College Board of Trustees. Mr. Coale is a Certified Public Accountant at Coale, Pripstein & Associates, P.A. He has been a Certified Public Accountant since 1973 and has worked for several practices in the area. He is a member of the Maryland Association of Certified Public Accountants and the American Institute of Certified Public Accountants. He also currently serves as the President of the Legatus of Baltimore, as Board member of the Maryland Citizens for Arts, as a Board member of the Howard County Arts Council, and a member of the Pastoral Council for the Finance Committee of the St. Louis Roman Catholic Church. Mr. Coale received his Bachelor of Science from the University of Maryland in 1973. He is a resident of Howard County.
College of Southern Maryland Board of Trustees:
Theodore L. Harwood - Mr. Harwood is being appointed to the College of Southern Maryland Board of Trustees. Mr. Harwood has over 36 years of engineering and technical support experience at the national and international levels. He is a Certified Electromagnetic Compatibility (EMC) Engineer and currently is the Vice President and Senior Engineer for SENTEL, where he oversees and directs the Night Vision and Electronic Sensors Division. From 1979 to 2003, he served in the United States Navy Reserve as a Naval Flight Officer, making his way up the ranks where he finally retired as Captain. He is the winner of two United States patents, including a patent for the "Method and Apparatus for Protecting Personnel from RF-Triggered Explosive Devices (RTED) Using Ultra-Wideband Transmissions"; U.S. Patent No. US 7,138,936; and a patent for the "Method and Apparatus for Protecting Personnel from RF-Based Threats Using Ultra-Wideband Transmission"; U.S. Patent No. US 7,423,575. He received his Bachelor of Science in Naval Science from the U.S. Naval Academy in 1974. He is a resident of St. Mary's County.
