Dr. John McInnes Rejoins Arnold & Porter Kaye Scholer as Counsel

Dr. John McInnes

Arnold & Porter Kaye Scholer LLP announced today that Dr. John McInnes, former Director of the Division of Outpatient Care in the Center for Medicare at the Centers for Medicare and Medicaid Services (CMS), has joined the firm as counsel in the Life Sciences and Healthcare Regulatory Practice, resident in the Washington, DC office.

During his seven years at CMS, Dr. McInnes served in management roles as the Director of the Division of Outpatient Care and Acting Director of Practitioner Services, the divisions responsible for the development of national Medicare payment policies for hospital outpatient departments, ambulatory surgery centers, and physician services, among others. Most recently he served as a Medical Officer at the Center for Medicare and Medicaid Innovation at CMS. In these roles, Dr. McInnes was often the principal liaison for life science companies and healthcare professional organizations on a variety of Medicare payment policies. He led teams to develop new payment service delivery models that aim to achieve higher quality care for patients and lower costs through improvements in Medicare payment policy. He also led a team charged with developing, implementing and evaluating new payment models under the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA).

As a fellowship-trained corneal specialist, Dr. McInnes was significantly involved in policy decisions impacting the ophthalmic industry and medical community.

Dr. McInnes began his legal career as an associate at Arnold & Porter, where his practice focused on Medicare regulatory matters and healthcare fraud and abuse defense.

Dr. McInnes received an MD from Duke University School of Medicine and is a board-certified ophthalmologist. He earned his JD from the University of Texas School of Law, where he was elected to the Order of the Coif, and served as staff editor of The Texas Intellectual Property Law Journal. He received his BS in Chemical and Biomedical Engineering, with honors, from Carnegie Mellon University.
