Major Baltimore stocks dropped 1%, while the market overall showed little change. Tuesday, the Dow Jones Industrial Average closed up 0.1%, the NASDAQ up 0.3%, and the S&P 500 unchanged.

Biggest Gainer
Usec Inc. (NYSE:USU) was Tuesday's biggest gainer in Baltimore, rising 7.6% to close at $1.55. With 3.1 million shares changing hands, the stock traded at one times its average volume over the past three months. Rising 4.1% to close at $3.28 on volume of 1,658, Severn Bancorp Inc (NASDAQ:SVBI) also finished strong.

Biggest Loser
Ciena Corporation (NASDAQ:CIEN) was Tuesday's biggest loser, closing down 8.4% to finish at $15.58. Shares traded at 3.8 times their three-month average on volume of 14.6 million. Falling 4.7% to close at $2.86 on volume of 292,371, Telecommunication Systems, Inc. (NASDAQ:TSYS) was also hit hard.
